憲法への米介入，日本でもネパールでも

バイデン米副大統領が８月１５日，ヒラリー・クリントン候補応援演説において，米国が日本の憲法を書いたと公言し，日本国民，とりわけ愛国護憲派を激怒させている。

たしかに，あっけらかんとした身も蓋もない発言だが，これはつい口が滑った個人的なウッカリ発言ではなく，政治的に十分計算された，米政府の「半公式」の日本向け警告と見るべきだろう。米国の書いてやった憲法を勝手に改悪し，あるいは解釈改憲し，核武装するな，米政府は許さない，ということ。次期大統領本命のクリントン候補陣営が，ホームページに堂々とそのまま掲載し続けている事実をみれば，それは明白。

このことは，最近の在日米軍広報（FBなど）によっても，傍証される。たとえば，在日米軍司令部は8月12日，フェイスブックに，このような記事を掲載している。

「皆さんは、1947年施行の昭和憲法第9条が、日本の人々は国際紛争を解決する手段としての戦争を永遠に放棄すると規定していることをご存知でしたか？これは前例の無い優れた平和の声明です。相互協力及び安全保障条約は、日本とその政権下にある地域の防衛を含め、極東での安全と安定を維持することを米国に委任します。････米国の存在と揺ぎ無い同盟による抑止力は、1960年以来、日本の平和と繁栄の基礎的要素となっています。
Did you know that Article IX of the 1947 Showa Constitution stipulates that the Japanese people would forever renounce war as a means of settling international disputes? This is a remarkable statement of peace without precedent by a modern power. The Treaty of Mutual Cooperation and Security commits the United States to maintaining security and stability in the Far East, to include the defense of Japan and territories under its administration. 在日米軍も，「戦争を永遠に放棄すると規定している････前例の無い優れた平和の声明」たる昭和憲法を守れ，と日本の政府と国民に要求しているのだ。

この在日米軍司令部FB記事は，バイデン副大統領発言とニュアンスは異なれ基本的には同趣旨。日本の憲法問題への米政府の政治的介入なのだ。
