選管委員長と法務総裁と”Regmi Raj”

レグミ暫定内閣は，議会がなく，おまけに議長(首相)は，いわば出向中の最高裁長官だから，こわいものなし。その気になれば，何でもできる。２４日には，二つの重要人事を，あっという間に決めた。

(1)選挙管理委員会人事
　・委員長：Neel Kantha Uprety　　前選管委員長代行
　・委　員：Dolakh Bahadur Gurung　前選管委員
　・委　員：Ayodhi Prasad Yadav　　前選管委員
　・委　員：Ila Sharma　ジャーナリスト，UNDPコンサルタント　　　　　
　・委　員：Rambhakta PB Thakur　前外務省儀典局長，元駐エジプト大使

この５人のうち，３人は前委員長･委員であり，暫定憲法の再任禁止規定(１２８条３＆７）に抵触する恐れがあるが，出向最高裁長官が首相だから，そんなことは何の問題にもならない。スゥーと通してしまった。

Neel Kantha Uprety, Chief Election Commissioner of Nepal
Mr. Neel Kantha Uprety, is the Chief Election Commissioner of Nepal. Mr. Uprety has immensely contributed in accomplishing the challenging task of conducting Constituent Assembly Election in the post conflict environment of Nepal in the year 2008. Neel has been in the electoral field for the last 18 years and has been involved in implementing nine Parliamentary and Local elections in Nepal. For the implementation of Presidential, Parliamentary and Provincial Council Elections in Afghanistan, the United Nations had assigned Mr. Uprety to work as a Senior Election Coordinator in the year 2004 and 2005. Earlier he had worked as a Senior Electoral Advisor to the Election Commission of Nepal. He was the architect of voters’ registration system, which converted the conventional electoral roll preparation system into computer based integrated voters’ database system.(ICPS)

(2)法務総裁人事
法務総裁人事も同じこと。レグミ(Khil Raj Regmi)議長(首相)は，前法務副総裁Drona Raj Regmi氏を，法務総裁に任命した。親族である。

さらにレグミ議長(首相)は，DR.レグミ法務総裁の息子のSR.レグミ氏を首相官邸個人秘書に任命した。ヒマラヤンタイムズは，こう皮肉っている。

コネ人事は日本でもどこでもあるが，特にネパールの「アフノマンチェ(身内優遇)」は有名。しかし，例外状況において国家危機管理を委任された者が，アフノマンチェを疑われるようなことをやったら，おしまいだ。

(3)本物のプロフェッショナルを
ネパールで優先すべきは，やはり「近代化」であって「現代化」ではないのではないか。Beruf(天職)に奉仕するプロフェッショナルな本物のテクノクラート，本物のエリートなくして，ネパールの安定･発展は難しいであろう。
